A short (no longer than 2 page) memo to the Mayor of Toledo, James Johnson, that concludes with a recommendation of whether the city should construct the proposed stadium. This page limit is for text; add extra pages for tables.

The memo should answer the following questions:

1) What is the fiscal impact to the City of Toledo of the new stadium project?

2) What are the net benefits of the stadium project?

3) Should the City of Toledo build the proposed stadium?

Your memo should include the following sections:
• Introduction and Background (One paragraph that describes the project and recommendation)
• Fiscal Impact (This should include discussion of Table 1.)
• Additional Benefits (This should include discussion of Table 2.)
• Cost-Benefit Analysis (This should include discussion of Table 3.)
