1. The City of Camelot, population 650,000, is facing a $6.7 million budget gap for next fiscal year. A variety of revenue measures have been suggested for closing the gap, including raising user fees (primarily at city parks and recreational facilities and events), implementing a small (perhaps 1%) wage tax, piggybacking a 3/4 cent sales tax onto the state’s current rate of 8%, increasing “sin taxes,” or raising property taxes. A recent columnist in the local newspaper said, “As a property owner, I’m tired of elected officials eying my pockets every time municipal coffers get bare.” You are Special Advisor to the Mayor and need to recommend one of the above options. Evaluate all of the options for the mayor, after first explaining & describing the standard revenue evaluation criteria.

2. Sales tax revenues are diminishing for the U.S. states due to the increasing prevalence of e-commerce. Therefore, the Advisory Committee on Electronic Commerce (ACEC) has just hired you to submit a plan for a system of sales tax for this relatively new form of commerce. Here is some background material for your consideration:
o Currently, around half of the states subscribe to the Streamlined Sales and Use Tax Agreement, which enables sellers who volunteer to do so to collect sales taxes on behalf of participating states
o Currently, the states only require that businesses that sell goods over the Internet remit sales tax on intrastate sales. However, a majority of Internet sales are interstate, and those sales are not all taxed at present. An estimate of losses for 2006 from such sales is $5 billion for the states; for 2012, the estimate is $23 billion.
o Currently, vendors without a physical presence in a state are not required to collect tax on sales to customers in that state.
o Some leaders are concerned that interstate e-commerce threatens the viability of local (intrastate) vendors due to this current tax advantage.
o Any plan should not compromise the privacy of e-commerce consumers or discriminate against one state to the benefit of another.
Therefore, your task is to develop a tax plan for the states regarding interstate e-commerce. Be sure to address all of the relevant revenue administration standards when discussing your proposal.
3. You have been hired by the Governor of Olympia to recommend to the governor a position on a current proposal to eliminate the state income tax in favor of an increased sales tax. How and why would you make your choices and what would be your recommendation? Be sure to address relevant tax evaluation criteria in giving your answers. Do you think that the majority of Olympians would agree with your proposal? Why or why not?
