The following is your comprehensive exam question for Policy and Budget. Please

read the question carefully and provide an in-depth response. You need to cite your

sources in APA within the body of your response AND provide a separate reference

page at the end to identify sources used.

In an effort to combat terrorism you are charged with developing a Grand Policy for

the agency/organization of your choice. Be concise regarding the specific organization or

agency as well as its charge in protecting the community. Include an analysis of the

enemys intent (cite from appropriate sources) as well as the threat and vulnerability of

whatever population you are looking to protect. Inclusive in your response will be the

development of a budget necessary to bring the program to a successful conclusion (in

essence an analysis of the appropriate issues/topics related to public or non-profit

budgeting and financial management).

There was a time when it was believed the enemies of the United States acted according

to particular protocols, but the current threats we are facing are unorganized, individual

or small group attacks based on an ideologically-based intent, community vulnerability,

and ability to gather the means by which to act, and target centricity. This would seem to

include a complete disregard for what western culture defines as a person or human

being.

In your analysis and research, consider the threats, vulnerability, means, intent,

intelligence, asymmetric warfare, community resilience, necessary finances, and

outcomes impacting both the enemy as well as potential mitigating solutions.

Although your experience will drive you to try and utilize techniques such as SWOT,

Risk Management, COBIT, Table Top Exercises, Security Planning and other traditional

processes, this will not be enough. The policy must be based in scholarly research using

a research design. Your response must include a review of related literature relying
