for question 1: Yes, it is possible to meet all of the Joint Committee standards for feasibility, accuracy, utility, and propriety in an evaluation study. These standards are adopted from the Joint Committee on Standards for Educational Evaluation. The steps and standards are used together throughout the evaluation process. For each step, there are a sub-set of standards that are generally most relevant to consider. The attached table shows the cross reference of steps and relevant standards.

However, if evaluators cannot meet all of the standards in a specific evaluation study, and are facing pressure to slant their findings in one direction or another, there are a couple of options to consider. One, they made need to indicate the assumptions that would lead to a particular conclusion and then show in a sensitivity analysis how different assumptions would lead to different conclusions. Another option that can be taken in extreme circumstances is whistle-blowing, meaning report to the agency’s inspector general that such pressures have been exerted.

for question 2: According to the textbook, Handbook of Practical Program Evaluation there are several challenges affecting the use of Evaluation. Among those political and bureaucratic challenges the most important could be the political differences and institutional or organizational challenges. Political challenges may include the nature of the federal system and the rivalries between the political parties and the intraparty conflicts. The challenges within an institution or organization could be because of the difference in ideologies and the cultures and policies followed in the organization. There are several other challenges also that may affect the evaluation program which includes organizational leadership and environment and lack of coordination and collaboration between the agencies and within the agencies.
